Three states, not two

Low stock never stops a sale. It is a prompt for you to restock, and for the customer it is a nudge that the item is selling.
You and the customer see the same number
The quantity at which "low stock" appears is the same everywhere — in your dashboard, on your phone, and on the storefront. They used to differ, which meant an item could look healthy to you while customers were already being told it was nearly gone.
Zero is not low stock
An item at zero is out of stock, and it disappears from the storefront rather than showing a warning.
